These cards come when Bicycle makes a new deck decides not to produce it but they like it they will make those cards prototype decks. Bicycle responsed to posts suggesting they were starting hype marketing but user BicycleChris said not the case. In short if the deck is liked but not enough to produce in mass they sell as prototypes.
